The Inter-Club Council Constitution, also known as ICCC, is currently without a commissioner, and is not certain how and when the position will be filled.
Daniel Fragoso, its former commissioner resigned at a time when the commissioner’s functions could not be easily assigned.
ICCC is an organization created by the students of Cerritos College primarily for the purpose of business coordination and to facilitate communication between campus clubs and similar organizations.
Article 1 of the ICCC constitution provides for enforcing rules on its members, and facilitating coordination and cooperation between the clubs in campus.
These duties ultimately fall on the commissioner, which is why the commissioner – post is given the importance it has.
When former ICCC commissioner, Fragoso, gave an interview to Talonmarks, just a short time before his resignation, he said, “Although some clubs may not like to get involved in ICCC meetings, the ICCC constitution demands that the clubs must attend ICCC meetings, or be suspended. That’s one of the reasons why I am starting a committee here on campus to reach out to the clubs that they must attend.”
Article III of ICCC constitution, among other things, states that the ICCC shall have a commissioner, executive secretary, and a qualified representative from each campus club. As it stands, this rule cannot be implemented, simply because, there is no commissioner.
The acting commissioner of ICCC, Abner Caguioa, however felt that the former commissioner left the ICCC when it was in an unstable state, after holding the last meeting, and that he does not expect further meetings this semester.
Nevertheless, Caguioa said that instead of meetings, ICCC is now preparing to get involved with “Kids Against Hunger,” an organization that donates food to starving kids worldwide for which task he has about 100 volunteers.
The president pro tem of the ICCC, Videgar Satiago Zuniga, however, does believe that the meetings are over for this semester, and as far as he understands, there will be further meetings.
Not many clubs are however aware of the politics surrounding the present state of affairs in the ICCC. David Kerr, president of the Astronomy Club, for instance, does not even know if there is an ICCC commissioner presently in place.
Kerr, however, commented, “Although he does attend the ICCC meetings which are held Thursdays every month, one does not have to be part of the ICCC to run one’s own club.”
Regardless of the somewhat conflicting information as to how ICCC is run, there is general consensus that it benefits all clubs involved in keeping them connected especially through activities.
